Data intermediation service

A service that aims to establish commercial relationships for the purpose of data sharing between an indeterminate number of data subjects and data holders on the one hand, and data users on the other, on the other hand, by technical, legal or other means, including for the purposes of exercising the rights of data subjects with regard to personal data, excluding at least the following: 

  • services that obtain data from data holders and aggregate, enrich or transform it in order to substantially increase its value and grant a licence to use the resulting data to data users, without establishing a direct commercial relationship between data holders and data users;
  • services focused on the intermediation of copyright-protected content;
  • services that are used exclusively by a single data holder to enable it to use the data it holds, or that are used by multiple legal entities within a closed group, including in the context of supplier or customer relationships or contractual collaborations, in particular those whose main purpose is to ensure the functionality of objects and devices connected to the Internet of Things;
  • data sharing services offered by public sector bodies that do not seek to establish commercial relationships.
